When I was young, we were taught that beauty is in the eyes of the beholder. Didn't quite understand it then. Now, those words make sense.
My personal feeling is that even "ugly architecture" can be beautified.
Besides, some architecture labeled ugly might not be ugly at all. Remember, beauty is in the eyes of the beholder.
